The choir “Septiņi sapņi” was founded in 2011 in the Latvian city of Dobele by a small group of interested people and the conductor Raimond Bulmer. In 2012 the choir gained the support of the local government and in the same year Sandra Bulmerthe became their choir master. The choir participated in the XXV Latvian Song and Dance Festival 2013, which was their first big success. Encouraged, they continued with bigger goals such as: organizing a Christmas concert and concerts through several Latvian churches, participating in the World Choir Games 2014 in Riga, as well as participating in the Ohrid Choir Festival. The choir's repertoire includes both Latvian folk and pop songs.

Since 1991, Raimond Bulmer has worked in Dobele as a music teacher and choral conductor. Currently he is working with several choirs: the national gymnasium youth mixed choirs “Dzirkstele” and “Sadziedis”, the boy band “KPTT”, a vocal ensemble “Ilūzija”, and the mixed choir “Septiņi sapņi” as conductor. Raimond Bulmer was awarded with “Best Dobele teacher” for his dedicated work as well as with the recognition “Person of the Year in the field of Music"

The territory of the Dobele Municipality covers 890 km2. The total population of the Dobele Municipality is 22,980, out of which the town of Dobele has about 11,000 inhabitants. As the administrative center of the municipality, Dobele lies along the banks of the Bērze River, 72 km from Riga, the capital of Latvia.
